ABOUT ME
I am a global expert in governance, risk, and accountability with over twenty years of experience driving transformational impact in conflict-affected and high-risk environments. I operate at the intersection of international law, human rights, and operational leadership, delivering strategic solutions that strengthen institutions, protect civilians, and uphold accountability.
UN & Mandate Holder Experience
I am currently a UNHCR-appointed judge assessor at the National Court for the Right of Asylum in France (nominated by the President of the Conseil d’État), adjudicating asylum appeals involving armed conflict, persecution, and international protection, and analyzing complex factual and geopolitical evidence under domestic and international law.
Previously, as Chair-Rapporteur of the UN Working Group on the Use of Mercenaries, I led international teams monitoring private military actors (including mercenaries, foreign fighters, proxy actors, and Private Military and Security Companies – PMSCs) across conflict zones such as Ukraine, the Central African Republic, Mali, and Libya. I conducted high-level official State visits, engaged a wide spectrum of stakeholders, led communications (allegation letters) to States and non-state actors, shaped UN policy positions, drafted reports for the Human Rights Council and General Assembly, and secured actionable commitments from member states. My work directly influenced operational responses, strengthened civilian protection, and advanced accountability for non-state actors.
Early in my career, I interned with UN OCHA and the UN Appeals Chamber for the ICTY and ICTR in The Hague, building in-depth expertise in UN mandates and institutional processes.
Board & Advisory Roles
I bring operational and policy expertise to boards and advisory positions, including TRIAL International and previously Observatory of Multinationals, overseeing governance, financial performance, risk management, and executive accountability. I contribute to strategic direction, organizational sustainability, and ESG and human rights exposure.
In academia, I serve on the Board of Developments in the Field for the Business and Human Rights Journal (Cambridge University Press) and the Academic Blog on Armed Groups and International Law, advancing research on contemporary challenges of armed conflict and international accountability.
Field – Humanitarian Experience
I served with Doctors Without Borders (MSF) in South Sudan, DR Congo, and the Chad/Darfur border as part of the country management teams, coordinating multi-million-dollar budgets, leading humanitarian advocacy, and protecting civilians, including sick and wounded, through operational strategies and negotiation with state and non-state actors.
As an International Humanitarian Law legal advisor based in Paris, I worked on medico-legal documentation, military impacts on medical and humanitarian operations (e.g., improvised explosive devices, white phosphorus), legal frameworks for hostage management, protection of IDPs and refugees, gender-based violence, and medical evacuations. These experiences sharpened my capacity to translate strategic objectives into actionable field solutions, balancing operational constraints with humanitarian priorities.
Consultancy & Mediation
As a senior consultant legally registered in France, I have acted as senior reviewer for DFID on large-scale grant and humanitarian projects (up to GBP 10M), assessing governance, compliance, and risk exposure. I advise international clients and institutions on business and human rights, regulatory compliance, and conflict-related risk. I advise states, international organizations, and multi-stakeholder initiatives on governance, risk, and accountability, driving measurable improvements in compliance, ESG standards, and corporate responsibility in fragile contexts. I have influenced treaty negotiations, guided intergovernmental working groups, and contributed to defining international crimes such as ecocide, shaping both law and policy globally.
In 2022 I was selected member of the UN Senior Women Talent Pipeline, in 2023 as a mediator under the OECD National Contact Points for Responsible Business Conduct and the UN P4 – Rule of Law Roster.
